Passage
"There is also an additional
branch of government, the Reichsrat,
which represents the individual states. In the U.S. members of Congress
are selected from the states and represent those states. In Germany legislators
elected to the German parliament, the Reichstag,
do NOT represent the states they come from, they represent all of Germany, and
are thus less responsive and dependent on certain geographical and regional
areas"
Interpretation:
Weimar Republic’s new
constitution was adopted in August 1919. The constitution was fair as it
included everybody regardless of their political beliefs. It introduced a two assembly: this was a
parliament that was made up of two layers; one represented the whole nation
(the Reichstag) and made whole-nation decisions while the other represented
regions (the Reichsrat). The Reichstag was made up of politicians who were
elected through universal suffrage. All people over 20 years of age could vote.
Politicians of the Reichstag sat for four years and then they had to stand for
re-election. The Reichsrat represented regional governments within Germany.
Their task was limited to examining regional issues while (the Reichstag) are
tasked with the duty that concern
the all whole Weimar Republic’s.
As much as we want to be
represented by our state or region, which is this case, is (the Reichsrat) we
also wish the legislature to work as a unit, first in the interest of the whole
nation against our region interest. Since they all can not represent themselves
in the Germany parliament it is important to get that right of representation
in the parliament.
These rights given to voters by the constitution
will help them to elect not only the party of their choice but members they
hope to represent their regional interest and till today this right is still
enshrine in German constitution and the populate are still enjoying it.
PASSAGE
Article 161: “In order to maintain health and the
ability to work, in order to protect motherhood and to prevent economic
consequences of age, weakness and to protect against the vicissitudes of life
the Reich establishes a
comprehensive system of insurances, based on the critical contribution of the
insured.”
INTERPRETATION
The process of insurance has
been evolved to safeguard the interests of people from uncertainty by providing
certainty of payment at a given contingency. In the new era we find ourselves,
humanity cannot do without the right to be insured either for their health, retirement,
families, properties and so on. Insurance for the people is now a necessity not
a choice.this is exactly what the constitution of Germany gave the populate to enjoy. The insurance principle
comes to be more and more used and useful in modern affairs. Not only does it
serve the ends of individuals, or of special groups of individuals, it tends to
pervade and to transform our modern social order, too.
